What is a way to start a sound or pop-up message from a closed iPhone app? I just "received SMS"
I do not believe this. Apple has said that no third party app can run in the background (even if some of their apps do this). This is the reason why there was a great deal about "push notifications" in the past summer (since then, no unfortunately) - this app will allow some data to be sent to a server, and then will give a reasonable answer.
You may be able to complete it if you write an app for the jailbreaking iPhone, but then only those users can be able to jailbreaking your phone.
