timeout - Visual Studio 2003 - opening ASP.NET project - getting "The operation timed out" error message -

Occasionally, when I open a Visual Studio 2003 ASP.NET project, it is loading forever and Finally displays the following error message:

"The web server reported the following error while trying to create or open a web project at the following URL: Operation timed out."

With no idea what happens, and how it is decided?

I had to decide whether to re-register the register iis. Net:
