In normal circumstances, you can not design workflow on any other site in SharePoint Designer, or for further optimization / development In Visual Studio.
I believe that this is possible but was looking for some points on approach / technology and maybe some links for more information.
I know that some MVP (Todd Blaker and others) have been working on this for some time, but I have not found a definite solution to this issue yet.
Anyone know if MS is considering improving the workflow designer within the next version of SharePoint Designer?
