Google Maps like caja handles html Can be embedded like that, which effectively works as a bootstrap, and loads all active HTML javascript when run by browser?

Should take a look. This list looks healthy in this sense that it is alive and active, so it is a side but you should see that none of these problems applies to your needs, if not, you are probably right, if the answer Yes, then you need to decide whether you are ready to wait, or contribute, or look better, something new.
Personally it looks fine, but not sure how far you want to take it away
