c# - WebService and Polling -

I would like to implement a Vebsaiv with a method in which response delay of about an hour for less than 1 second It depends on whether the data has already been caught or needed to be received).

Basically my question is that if you have the best possible way notification will happen only able to connect to Vebsrvi client, then apply it?)

< Em> AFAIK This is possible only by using any kind of voting. But the polling is bad and therefore I would like to avoid using it. The second extreme may be that the connections remain open until the method is made.
